Windrop updates

A small update has been applied to the popular port of eggdrop for windows known as windrop, the windrop central site reports 3 changes to the compile itself, both 1.6.19 and 1.6.20 have been recompiled with Cygwin 1.5.25-15 and Tcl 8.5.8 and a few other changes, changelog below.

• minor update of 1.6.19 and 1.6.20cvs, both have been recompiled with Cygwin 1.5.25-15 and Tcl 8.5.8
• updated compilations instructions
• updated compilations tools (Tcl 8.5.8)
